Taking a firm stand on the prosecution system, CM Dhami stated that prosecution must not be weak and directed that a performance audit of prosecution officers be conducted.
Chief Minister Shri Pushkar Singh Dhami stated in unequivocal terms that any negligence in law and order, administrative functioning, or public service in Uttarakhand will no longer be tolerated.
The Chief Minister directed that every department of the police and administration must function with sensitivity towards the common people, remain accountable, and adopt a result-oriented approach.
During a high-level meeting held today at the Secretariat, Chief Minister Shri Pushkar Singh Dhami reviewed the outcomes of the All India DGP/IG Conference and conducted an in-depth review of the state’s law and order situation, administrative functioning, security arrangements, tourism management, revenue administration, drug de-addiction initiatives, prosecution, prison reforms, and public grievance redressal mechanisms.
The meeting was attended by the Chief Secretary, all District Magistrates, Senior Superintendents of Police, and senior officials from the police and administrative departments.
The Chief Minister stated that with the opening of the Delhi–Dehradun Expressway, the state is expected to witness a significant increase in tourist inflow. In view of this, he directed that all arrangements related to hotels, accommodation, parking, traffic planning, traffic management, and security must be completed in a time-bound manner. He emphasized that no disorder or mismanagement would be tolerated under any circumstances.
The Chief Minister informed that the Kainchi Dham Bypass will be completed by June, which will provide major relief to pilgrims and tourists.
Taking a strict stance on policing, the Chief Minister directed that work culture must be immediately improved at the ground level, including at Thana Chaukiya. Humane, sensitive, and respectful behaviour towards the common citizens must be ensured. Any complaint regarding unnecessary harassment of innocent people will be taken very seriously.
The Chief Minister directed that a stringent law be framed to deal with land fraud cases, stating clearly that those involved in land-related crimes will not be spared under any circumstances.
On crime control, the Chief Minister emphasized that not only strict action but also administrative introspection is required. Effective coordination among all departments of the police and administration must be ensured.
Reviewing the revenue system, the Chief Minister directed that alternative sources of revenue be enhanced, outcomes of subsidy schemes be evaluated, and delays in revenue-related matters must be eliminated.
On law and order, the Chief Minister made it clear that strict action will be taken against anyone attempting to disturb peace in the state. Security-related complaints must be addressed promptly and seriously. There will be no compromise on law and order.
Giving top priority to public grievance redressal, the Chief Minister directed that 100% implementation of Chief Minister’s announcements must be ensured at the district level. Schemes should not remain confined to files but must be clearly visible on the ground. Regular physical verification of schemes must be carried out, ensuring quality and timely execution.
The Chief Minister instructed the police that investigations in criminal cases must not be unnecessarily delayed. Night patrolling should be further intensified, and continuous police patrolling must be ensured.
Directing that the drug de-addiction campaign be transformed into a mass movement, the Chief Minister stated that monthly district-wise reports on drug de-addiction must be sent directly to the government. These reports will be regularly reviewed by the Home Secretary and the Director General of Police.
Reiterating his firm stance on prosecution, the Chief Minister stated that prosecution must not be weak, and a performance audit of prosecution officers must be conducted.
Reviewing the Prisons Department, the Chief Minister directed effective implementation of skill development and rehabilitation programmes for inmates, along with strict adherence to human rights norms.
The Chief Minister instructed all District Magistrates that accountability must be fixed on the concerned SDMs, Lekhpals, and Patwaris for illegal constructions on rivers, streams, and government land. Strict action must be taken not only against violators but also against those providing protection to such encroachments.
Reviewing the functioning of committees formed at the tehsil level for resolving land disputes, the Chief Minister directed that cases must be disposed of expeditiously.
The Chief Minister directed continuous review of the 1905 Helpline and issued instructions to ensure zero pendency in grievance redressal.
He further directed all District Magistrates to conduct special campaigns over the next six months to ensure 100% saturation of villages with government schemes.
On digital governance, the Chief Minister stated that it should not be treated as a mere formality but must be implemented on the ground with complete seriousness.
Regarding preparations for the Char Dham Yatra, the Chief Minister directed that joint review meetings be held in the concerned districts.
The Public Works Department was directed to commence road asphalting work by 15 February, with clear instructions that quality must not be compromised under any circumstances.
